Jordan is currently facing difficult economic and social challenges.Growth rates have declined markedly and unemployment rates are high. Poverty and regional development for social and regional cohesion is a key theme of the Jordan 2025 strategy. The EU proposed a € 45 M programme to support the development of the private sector in Jordan in line with the country strategies. The programme aims to increase incomes and employment; promote women and youth social economic inclusion, and facilitate economic development in disadvantaged régions. This request for services concerns the formulation of the complementary TA of € 5 M to the budget support programme, and the guidelines for the call for proposal of the € 6 M project, which aims at improving technical and management capacity within SMEs. AETS assists the EU Delegation in the formulation of these Term of Reference;
