We are pleased to announce that we have been shortlisted for an EU project on “Technical Assistance to Support the Implementation of the Cross-Cutting Justice Strategy (CSJS)” in Albania.

Objective & Purpose: The overall objective is to strengthen the capacities of the Ministry of Justice and the country’s independent judicial institutions (hereinafter and only for the purpose of this document it will be referred to as "the judiciary") to implement a Cross-Sector Justice Strategy (CSJS) and its Action Plan. The purposes of this contract are as follows:

  • Strengthen the capacities of the Ministry of Justice to effectively implement the CSJS;
  • To assist the judiciary to coordinate within the framework of the CSJS and the Action Plan;
  • To assist the judiciary to collect data and report on results of the implementation of the CSJS;
  • Strengthen the capacities of the judiciary to communicate on justice reform and the results of implementation of the CSJS and its Action Plan.

Who we are looking for: We are looking for a Communication expert for the Project Team.

Duration: 36 months

Start date: March-April 2022

Main tasks will include:

  • Carry out the needs assessment of communication capacities of MoJ (and other justice institutions when relevant) and develop and implement a capacity-building plan on the basis of this needs assessment. The plan should consider peer-to-peer assistance on and training on dissemination of messages (including online) based on the best practice for transparency;
  • Facilitate the development of a comprehensive communication strategy and plan for the implementation of the CSJS. Ensure that the communication plan is holistic and includes communication on related issues, such as organised crime, anti-corruption measures within the judiciary and the vetting process;
  • Assist MoJ to implement the communication plan;
  • Produce a final report, including on the capacity gaps and needs for further assistance on the justice-related to communication.

Requirements:

Qualifications and skills:

  • University degree in communication, public relations or another relevant discipline; or at least 5 years of equivalent professional experience in communication additional to general professional experience;
  • Excellent knowledge of English language;
  • Excellent writing and communication skills.

General professional experience:

  • At least 8 years of experience in communication and/or public relations, visibility, marketing including experience in developing and implementing communication and visibility policies or strategies.

Specific professional experience:

  • Experience in at least two similar projects involving design; and/or management of communication and visibility plans related to public sector reforms; each experience of at least six months;
  • Proven experience in online communication/social media;
  • Experience in the implementation of strategic communication in relation to the EU accession reform processes and more importantly in relation to the justice sector will be considered as an asset;
  • Experience in training and on-the-job capacity building will be an asset.

  • Assisting the respective Monitoring Committee and related technical group to perform their tasks as provided by the relevant Minister of Justice order;
  • Producing a report/ reports on the further capacity building needs in terms of collection, analysis, reporting and dissemination of data.

Requirements:

Qualifications and skills:

  • Master’s Degree in law, or equivalent relevant professional experience of minimum 5 years in the field of justice additional to the general professional experience below;
  • Excellent knowledge of English language;
  • Excellent writing and communication skills.

General professional experience:

  • Minimum 10 years of professional experience of which at least 5 years in the field of justice.

Specific professional experience:

  • Minimum of two related experiences as legal expert in similar projects, each experience no less than six months long;
  • At least two experiences as a senior legal expert on the functioning and organization of the judiciary or legal drafting;
  • At least one experience of no less than one year with implementation of a justice reform;
  • Experience with EU-funded support in the Western Balkans will be an asset;
  • Experience in training and on-the-job capacity building will be an asset.

  • Prepare a capacity-building plan for on-the-job training methods for the Ministry of Justice (MoJ);
  • Ensuring the inclusion of cross-cutting issues, such as gender and anti-corruption in the plan ;
  • Assisting MoJ in planning and budgeting of the CSJS ;
  • Assisting in preparation and drafting of CSJS-related documents and relevant by-laws;
  • Assisting the MoJ to identify and set up the mechanisms for regular coordination with the independent judicial institutions and School of Magistrates;
  • Assisting the MoJ to improve donor coordination and consultation with civil society;
  • Supporting and enhancing the capacities of MoJ (Codification Department) in legal drafting, in close coordination with the other relevant judicial institutions;
  • Delivering a final report on management, planning and budgeting capacities within MoJ, including on gaps and proposed further capacity building measures.

Requirements:

Qualifications and skills:

  • University Degree in management, public administration, international relations, law or another relevant discipline; or a minimum of 5 years professional experience additional to the general professional experience below;
  • Excellent knowledge of English language;
  • Excellent writing and communication skills.

General professional experience:

  • Minimum 10 years of professional experience of which at least 3 years in the field of justice.

Specific professional experience:

  • Minimum of 5 years of professional experience in the public sector relevant to rule of law sector; Each experience should be of a duration of at least six months;
  • At least two experiences as a team leader/manager;
  • At least one substantial experience in the implementation of reforms in the field of justice, anti-corruption, public administration or public finance management ;
  • Experience in training and on-the-job capacity building will be an asset;
  • Experience with EU-funded support in the Western Balkans will be an asset.
