The overall objective of the assignment was to identify, compile and analyse the conditions and information necessary for the Delegation of the European Union to Jordan and the Government of Jordan to assess the relevance and scope of a possible EU programme to unlock and improve the innovation growth potential of Jordan and, based on the analysis, to identify possible options for an EU intervention that can boost innovation for jobs and improving the participation of women. The assignment consisted of a detailed review and analysis of the innovation and enterprise environment/ecosystem in Jordan, relevant key public and private stakeholders, policies, strategies, reports, programmes, (executed and planned), data and studies related to innovation in Jordan. This was analysed against frameworks of a national innovation system (NIS) and the innovation lifecycle (from ideation to scaled exploitation) to identify the gaps and formulate ideas where intervention, appropriate to the Jordanian situation.
