The global objective was to conduct an institutional assessment of the forestry sector with a view of assessing and seeking clarity on the department set up and management systems and other actors’ respective roles resulting in identifying the current gaps and structuring solutions to these gaps. This was achieved by clearly defining the core role of the department of forestry and clarifying the roles and responsibilities of actors with regard to participatory forest management in both forest reserves and customary land.
