Member States are responsible for the enforcement of food and feed law, and monitor and verify that the relevant requirement are fulfilled by food and feed business operators at all stages of production, processing and distribution. For this purpose, they have to develop an adequate system of official controls. The general rules for the performance of official controls to ensure the verification of compliance with feed and food law, animal health and animal welfare requirements are laid down in Regulation (EC) 882/2004. In order to ensure an uniform approach to official controls and harmonised, fair procedures based on high levels of expertise, the Commission considers it important to develop training at EU level to share experience and identify best practices. Art. 51 of Reg (EC) 882/2004 provides the legal basis for the organization of such EU training programmes.
