The EU always encourages the partner countries to lead their own development process and support a broad donor-wide engagement in national harmonisation agendas. Government and development partners in Cambodia have established a Technical Working Group for Partnership and Harmonisation (P&H TWG), whose aim is to support the government in its drive towards improved development assistance effectiveness and to maximize its benefits for Cambodia. Led by the EU Delegation, EU development partners active in Cambodia have formulated a European Union Road Map for Increased Aid Effectiveness in Cambodia which was adopted at local level December 2006 (and updated in 2008 and early 2011). They want to support the implementation of the EU Road Map for Aid Effectiveness and associated EU coordination mechanisms programming for the period 2014-2019. For this purpose, the EU Delegation has engaged an AETS consultant who will: • Assist in the implementation of the actions set out in the Road Map for 2013 and • Assist in the preparation and coordination of the monthly EU Development meetings and annual EU Development retreat, and other ad-hoc EU coordination meeting/workshops as required. The Global objectives of this assignment are to: 1. Enhance the overall effectiveness of EU aid to Cambodia in support of more rapid achievement of Millennium Development Goals and equitable and sustainable poverty reduction 2. Enhance the EU focus on strengthening country leadership of the aid effectiveness agenda 3. Enhance the impact of EU aid to Cambodia, through increased co-ordination, harmonisation and alignment among EU Member States and the European Delegation, leading to greater aid effectiveness.
