The 30 year civil war and its impact on the civil population and national economy has particularly devastated the North and East of Sri Lanka, resulting in displaced populations and a subsequent resettlement process. Reconstruction and rehabilitation is underway in terms of infrastructure, public services and social facilities. EU efforts under the auspices of the EU Support to Socio-Economic Measures in North & East Sri Lanka (EU-SEM) Programme have, amongst others, supported the voluntary return and resettlement of Internally Displaced Persons, which is intended to underpin the sustainability of the return process, thereby fostering the likelihood to preserve long-lasting peace and stability. The global objective of the assignment was to evaluate the performance of the projects under the EU-SEM Programme to date, to identify key lessons learned and to propose recommendations to be implemented within the EU funded actions.
