The Justice and Rule of Law Support Program II (PAJED II) aimed to strengthen the justice and security sector in Niger through three main centres: 1. Democratic governance: contributing to the strengthening of the rule of law and democracy by improving the efficiency of an independent, transparent and equitable judicial institution, 2. The fight against poverty through the improvement of access to law and justice by giving priority to actions for the benefit of the most vulnerable categories and the socio-economic integration of prisoners. 3. The protection of targeted vulnerable groups (women, minors and the disabled) through the protection of children at risk, in conflict with the law or not, and the improvement of their prison conditions, the improvement of access to right and justice of women, minors and other categories of litigants. The overall objective of PAJED II was to contribute to consolidating the rule of law and strengthening good governance in Niger. The specific objective of the Program was to contribute to the reform and modernization of the judicial system in Niger, enhancing its performance and improving the protection of human rights. PAJED II consisted of two components: 1. A "justice component" that includes component I (modernization of the intervention framework for priority policies: such as respect for the rights of citizens facing criminal justice, the reduction of prison population, the reintegration of released persons, and the protection of youth at risk, whether or not they are in conflict with the law), component II (improving the functioning of justice) and component III (improvement of access to law and justice for citizens) 2. And a "security component" that includes component IV (capacity building to combat organized crime and trafficking) In this context, it was final evaluation of the Support Program for Justice and the Rule of Law II (PAJED II) provided for in the adoption of Decision FED / 2011 / 022-762 by the European Commission and the signing of the Finance Convention 30 November 2011 between the latter and the State of Niger.
