The current European Union (EU) enlargement agenda covers the Western Balkans and Turkey. In the aim to promote the integration process and its results, the EU Delegations in the candidate and potential candidate countries implement information and communication activities. Communication activities are funded by a programme for three to four years of implementation under the Instrument for Pre-Accession (IPA) of the EU. The A2 Information and Communication Unit in Directorate General for Neighbourhood and Enlargement Negotiations (DG NEAR) supports the implementation of the information and communication programme. In this context, DG NEAR A2 contracted AETS Consortium to undertake the evaluation of the information and communication programme during the period 2011-2014. The global objective of this evaluation exercise was to improve the programming and implementation of information and communication programmes funded by IPA II, through developing a monitoring and performance framework for measuring IPA 2015-2020 assistance. The specific objectives were: • Providing a judgement on the performance of IPA funded information and communication programmes and activities as well as lessons learnt from the past activities completed during the period 2011-2014. • Delivering findings and conclusions regarding the current system and drafting recommendations for improving programming, monitoring and evaluation system in IPA information and communication programmes • Providing training workshops organised in each EU Delegation and in DG NEAR, in developing and integrating the proposed performance framework system in the IPA II programming cycle .
