The establishment of the High Judicial and Prosecutorial Council of BiH (HJPC) in 2004, represented the first major step towards harmonising standards for the appointment and disciplinary processing of judges and prosecutors throughout BiH.
Along with the organisational and legislative reforms, the transformation was also made with the assistance of information-communication technology (ICT), thanks to the ICT Strategy drafted in 2003. The aim of this evaluation is to provide an overall independent assessment of the past performance of the 9 CARDS/IPA actions, and their impact on the work of HJPC from 2004 to 2019.
