The overall objective of this assignment was to assist the EU Delegation (EUD) in its efforts to support Turkey in achieving an integrated border management system (IBM) in line with EU standards. To this end, the project aimed at providing support to the EUD in exercising its monitoring of the supply contracts of the IBM Phase 2 and Customs Modernisation VI projects. The specific supply contracts monitored, as per the assignment's Terms of Reference, were as follows: • TR080210 “Action Plan on Integrated Border Management-Phase 2” (IBM Phase 2): "Supply of Equipment for the Modernisation of Border-Crossing Points in pilot or Prototype Locations". "Supply of Land and Sea Border Surveillance Equipments in Pilot and Prototype Locations in Turkey". • TR090329 "Modernisation of the Turkish Customs Administration VI" (Customs Modernisation VI): "Supply of Equipment for Modernisation of Turkish Customs Administration VI". No: TR2009/0329.01-02/003 (Budget: 8.350.000 EUR) The assignment also delivered technical support during a conciliation process regarding the contract on sea border surveillance equipment (Contract title: "Supply of Land and Sea Border Surveillance Equipment in Pilot and Prototype Locations in Turkey"). The expert delivered expertise on the disputed articles of the contract, mainly the technical specifications of the boats and thermal cameras mounted on the boats.
