The multi-donor Mindanao Trust Fund-Reconstruction and Development Programme (MTF-RDP) was established in 2006 at the request of the Government of the Philippines. It aims to contribute to the social and economic recovery of conflict-affected communities in Mindanao through community-based development and reconstruction projects promoting sustainable development, self-reliance, peace and good governance. The Global objective of this assignment was to prepare an updated assessment of the achievements and accomplishments of MTF-RDP and support the identification of the EU's additional support to Mindanao in 2013. The specific objectives were: a) To assess the relevance, efficiency, effectiveness, impact and sustainability of MTF-RDP and provide the basis of its additional contribution in 2013. b) To review alternative options which the EU could support under the non-focal sector on support to vulnerable populations of Mindanao. c) To prepare an Identification Fiche for EC’s next contribution to Mindanao which provides an analysis of the problems identified, lessons learned from previous and other projects and programmes stakeholder capacities and needs, cross-cutting issues, risks and assumptions, sustainability, as well as prospective implementation method options.
