The WAPP Secretariat aimed to develop the human resource capacity necessary to integrate the respective electricity systems of ECOWAS Member States and identified the need to pay much attention to governance of the electricity sub-sector as a key component. AETS were chosen to prepare modules related to power sector governance: (1) Policy and Planning, (2) The regulatory process, (3) The legislative process, (4) Codes, (5) Standards and Best Practices, (6) The role of the civil society and Governments.
