AETS has been commissioned to undertake an evaluation of the Western Balkans Investment Framework – a European Commission instrument featuring the blending of grants and loans – in particular for the energy and transport sectors. Using OECD-DAC criteria, AETS’s team of consultants shall focus on how the instrument adds value and cost–effectiveness in delivering investments and Technical Assistance grants whilst addressing beneficiary needs.
