Rwanda is an emerging economy on a positive growth path, however, there’s consensus that the country’s sustained growth and development requires significant values of foreign (FDI) and domestic (DI) private sector investment. The European External Investment Plan (EIP) aims at boosting investments in Africa via, inter alia, the use of innovative financial products. However, Rwanda faces unparalleled range of challenges, and is unlikely to benefit fully from the EIP in its current form. Hence, the EUD suggests a more proactive approach to consider country-level interventions to help Rwanda achieve a level-playing field with those far larger countries and improve its chances of accessing investment capital and the EIP. The overall objective is to promote inclusive and suitable economic growth and bolster job creation efforts in Rwanda. A possible difficulty related to the project will be to ensure that the proposed programme design is aligned with Government of Rwanda's priorities, policies and programmes, and is complementary to other (in particular EU Member States) initiatives. Likewise, assessment needs to focus acutely on the implementation modalities of the solutions and the risks in implementation and achievement of results. In particular, it shall critically gauge the capacity and commitment of the implementing institutions to absorb, embed and own the project outcomes and institutionalize the resulting processes within the existing institutional framework and/or demonstrate clear development plans commensurate with the intervention scale of the programme. The aim of this assignment is to produce an integrated, holistic intervention to address facilitating and supporting a framework for job creation and self-employment through entrepreneurial development and thus income generation based on industry, commerce and agribusiness and agro processing. It will be based on a market and demand driven approach. The team will adopt a collaborative and inclusive strategy focused on leveraging synergies that will ensure seamless delivery of proposed workable and time bound solutions. Each stage of the project marks the passage of an important step for the success of the mission and a moment of privileged communication between the experts, the DUE and the beneficiaries.
