Considering that for modernizing its standardisation system and develop trade relation, Mongolia has chosen to follow the example of former socialist countries, which have joined the European Union (EU) in the past decade, the EU provided support and technical assistance through the project ‘Support to the Modernisation of Mongolia’s Standardisation System (SMMSS)’; to align with chapter one of the Acquis Communautaire, related to the free movement of goods. By taking a pilot approach, this project, which has been awarded to BSI in April 2014, focus on providing support in maintaining the safety of food and non-food products on the Mongolian domestic market, concentrating on light industry and agricultural sectors. The project consist of 7 components relating to the results to be achieved. • Component 1: to achieve result R1, related to the modernisation of policy for the quality system • Component 2 : to achieve result R2, related to product safety • Component 3 : to achieve result R3, related to modernisation of the legal framework for the quality infrastructure • Component 4 : to achieve result R4, related to WTO compliance of the national standardisation body • Component 5 : to achieve result R5, related to WTO compliance of the national standardisation body • Component 6 : to achieve result R6, related to establishing a market surveillance system • Component 7 : to achieve result R7, introducing product regulations After one year of operation, the pilot areas for intervention were decided and agreed upon. An Overall Work Plan (OWP) and Annual Work Plan (AWP) were be prepared, including a timetable for their implementation. An Inception Repor and a first interim report were submitted too. The purpose of the assignment is to undertake a mid-term evaluation of the project in comparing the the activities achieved with the original plan, to draw out lessons from the experience of programme implementation at the date and to make recommendations for the future implementation of the project. This evaluation was made through indicators of relevance, efficiency, effectiveness and sustainability.
