This assignment is intended to support the Government of Lesotho under the Regional Economic Integration priorities of the 11th European Development Fund (EDF) Regional Indicative Programme (RIP) (2014-2020) to facilitate Economic Growth, Job Creation and Trade and Investment Promotion towards Poverty Alleviation and Sustainable Development across the Eastern Africa (EA), Southern Africa (SA), and the Indian Ocean (IO) region. It seeks to utilise EUR 6m aligned to national and regional strategic development plans through a series of interventions to be identified and assessed and elaborated in an Action Document. The Terms of Reference (ToR) for the assignment state that the overall objective is to: promote sustainable trade and investments for private sector, mainstream gender into all sectors of the economy and build a desirable future for the youth of Lesotho by: supporting inclusive and sustainable job creation; contributing to scaling-up private and public investments to support a more diversified, clean and competitive low carbon economy; supporting value chain development; promoting regional trade and economic integration; enhancing trade and investment relations with Europe and holistically seizing the opportunities under the EPA. The specific objective given of this assignment is to identify specific trade and industry related initiatives or interventions that would support the existing economic growth levels, facilitate job creation for the youth, promote both domestic and foreign trade, together with domestic and foreign direct investment in Lesotho. The identified interventions should be coherent and consistent, and build synergies, with existing national and regional strategic policy documents, programs and projects. These should include the following, but not limited to: The National Strategic Development Plans (1 & 2) National EPA Implementation Plan (NEIP), Industrial Upgrading and Modernisation Programme (IUMP), Private Sector Competitiveness and Economic Diversification Project (PSCEDP), the 2014-2020 RIP of the EU and EA-SA-IO.
