The overall objective of the assignment was to support JASPERS in providing technical assistance services to relevant authorities in Romania. In this context, the assignment consisted in assisting JASPERS staff in reviewing the environmental and climate change/other natural disasters part of project proposals in the sectors of drinking water supply and distribution and wastewater collection and treatment. In order to achieve this objective, the Consortium was expected to provide an expert opinion on the technical and procedural aspects of the environmental assessments carried out for the projects, in particular regarding the following: • Compliance with the SEA Directive, including quality of the Environmental Report (ER) prepared for the abovementioned projects and the respective Non-Technical Summary (NTS); • Compliance with the EIA Directive, including quality of the EIA Report prepared for the abovementioned projects and the respective NTS; • Compliance with Article 6(3) and (4) and Article 7 of the Habitats Directive and the quality of the appropriate assessment carried out, if applicable; • Compliance with Article 4(7) of the WFD and the relevant assessment requirements; • Adequacy of the assessment of climate change and other natural disasters-related risks and of the integration of climate change adaptation and mitigation and other natural disasters resilience in the project; • Correctness, sufficiency and completeness of the information provided in the Major Project Application Form (MPAF) under Annex II of Commission Implementing Regulation (EU) 2015/2072 and in particular Section F and the relevant parts of Sections B, D, E, G and H and appendices 1, 2, 3, 4 and 6, together with all relevant annexed documents. On the basis of its findings, the Consortium provided JASPERS with proposals for clear guidance to be given to the countries’ managing authorities, the beneficiaries and their consultants. This guidance aimed at bringing the project in compliance with the relevant EU acquis and making it mature for EU co-financing.
