The Lebanese electricity sector has not been able to resume sustainable reliable and affordable due to the lack of major investment in production, transmission and distribution of electricity, complex and/or not enforced laws and regulations, inadequate tariff structure. In the line of the European Neighbourhood Instrument Annual Action Program to Lebanon, the EU has launched three Actions within the Decision entitled: Promoting innovation and entrepreneurship in support to Lebanon's clean energy transition (ENI/2018/041-140), which proposes to support Lebanon's gradual shift towards a clean energy transition and the circular economy principle. It will in particular contribute to the diversification of the energy productive sectors and enhancing the competitiveness of the private sector by promoting entrepreneurship, innovation and technology transfer. This mid-term evaluation assignment on the three Actions is to provide the relevant services of the EU and the interested stakeholders with: ? An overall independent assessment of the performance to date of the three (3) Actions to be evaluated, paying particular attention to their intermediate’ results measured against the expected objectives; and the reasons underpinning such results; ? Key lessons learned, conclusions and related recommendations in order to improve current and future Actions.
