The scope of this assignment is to support the implementation of the SE4ALL Initiative in Ghana, Kenya and Tanzania. This objective is achieved through the delivery of advisory services and technical assistance to the countries' SE4All focal points. The activities include technology and knowledge transfer in the area of energy access, renewable energy and energy efficiency as well as assistance in the formulation and implementation of the national SE4All Action Agendas and Investment Prospectus through a high quality and country owned participatory process. In the case of Tanzania, the main goals are: i) Supporting the Ministry of Energy and Minerals (MEM) to develop an SE4All Action Agenda, through a wide participatory process and guided by the template and guidelines developed by the SE4All Africa Hub, ii) Supporting the Ministry of Energy and Minerals (MEM) to develop Investment Prospectus(es), including Identification and mapping out potential opportunities for support from bilateral, multilateral or private financiers, iii) Supporting the Government stakeholders with the analytical underpinnings of the Action Agenda. For Kenya, the goals are: i) Supporting the Ministry of Energy and Petroleum (MoEP) to complete a high quality and country owned SE4All Action Agenda, through a wide participatory process that would include sub-national consultations and high-level engagement, ii) Supporting the Ministry of Energy and Petroleum (MoEP) to develop Investment Prospectus(es), with special attention to decentralised energy and energy efficiency including identification and mapping out potential opportunities for support from bilateral, multilateral or private financiers; and for Ghana the goals are: i) Supporting the SE4All focal point with capacity building and technical assistance to advance implementation of the SE4All initiative in Ghana, ii) Providing specialist inputs to the Ghana AA/IP where gaps are identified including in the area of Monitoring and Verification capacity, off-grid technical and financial options.
