Preparation of bidding documents for the Côte d'Ivoire, Sierra Leone, Liberia, Guinea Interconnection Project The WAPP Secretariat, SOGEPE, EDG, NPA and LEC intend to undertake a project that will comprise the construction of a high voltage transmission line from Man (Cote d’Ivoire) to Linsan (Guinea), through Yekepa (Liberia), Buchanan (Liberia), Monrovia (Liberia), Nzérékoré (Guinea) and Bumbuna (Sierra Leone) with associated high voltage substations. This project, which would greatly facilitate the power exchanges among the countries in the West African sub-region, is known as the Man (Côte d’Ivoire) – Yekepa (Liberia) - Nzérékoré (Guinea) – Buchanan (Liberia) - Monrovia (Liberia) - Bumbuna (Sierra Leone) - Linsan (Guinea) Interconnection Project. In conformity with the enactment by the ECOWAS Heads of State and Government, the countries involved in the CLSG Interconnection Project – Côte d’Ivoire, Liberia, Sierra Leone, Guinea - intend to establish a WAPP CLSG Special Purpose Company (SPC) that would develop, own and operate the WAPP CLSG transmission infrastructure including the WAPP Control Area Centre that would interlink with the WAPP Information and Coordination Centre. The four (4) countries involved in the project and the WAPP have established a WAPP Joint Implementation Committee (JIC) that shall among others, further develop the project and establish the WAPP CLSG SPC. The WAPP CLSG SPC shall in turn, implement the project through a single responsibility “Engineering-Procurement-Construction” (EPC) Contract with the support of an “Owners Engineer” or through various EPC contracts. After the conclusion of the Feasibility Study, the project require Prequalification and functional Bidding Documents in conformity with World Bank standards to facilitate the procurement of (an) EPC contractor(s).
