Television has gone through important changes due to technological innovations adopted by industry. Advances such as the dissemination of audio-visual content through the Internet, the adoption of the international technological standard of digital terrestrial television DVB-T (Digital Video Broadcasting - Terrestrial) and the protocol for enhanced efficiency, DVB-T2, have given rise to new forms to approach and define the traditional concept of TV. In order to implement the digital terrestrial television (DTT), Colombia adopted the DVB-T digital TV standard in 2008. The Ministry of Information and Communication Technologies (Ministry of ICT) declared that the introduction of DTT in Colombia under the DVB-T2 standard (the European DTT standard) was fundamental for the implementation of Colombia's public policy for the information technology and communication industries. As such, the European Union subsequently funded a EUR 8M programme through several service and supply contracts between 2013 – 2018 to contribute to the strengthening of the television sector in Colombia, through the transfer of knowledge and technology with the framework of the migration process towards terrestrial digital television, in order to promote innovation and technological development in the country. The main objectives of this AETS evaluation were to provide the EU Delegation in Bogota, the interested stakeholders and the wider public with: • An overall independent assessment of the past performance of the project "Support to the implementation of digital TV in Colombia", paying particular attention to its results measured against its expected objectives; and the reasons underpinning such results; • Key lessons learned, conclusions and related recommendations in order to improve future Actions. In particular, the evaluation aimed to measure the contribution of the Project to the orientation and trajectory of the policies for the implementation of the European digital TV standard, to understand the performance of the Action, its determining factors and those that prevented obtaining the desired results, and thus contribute to the planning of interventions and future EU actions in the same in the field of innovation and technology transfer. Also, served to benchmark the sustainability of the efforts made so far towards efficient and successful transition to a fully digital TV scenario. During contract implementation, an addendum was signed with the EU Delegation to elaborate more detailed and substantial recommendations regarding potential future cooperation between the European Union and Colombia in the digital field. The main goal is to empower the capitalization of the results achieved so far in order to formulate actions which can contribute to sustain the results already obtained in the EU-Colombia cooperation towards moving to DTT. Therefore, there is need to identify specific actions, measures and potential project areas which can contribute to sustain the 4 projects results (switching on pilots, technical assistance, set top boxes and antennas installations, DTT signal quality monitoring system) to make them sustainable and useful for the upcoming phases of the transition to DTT. In addition, other cooperation fields with synergies to TV and Telecommunications will be explored and, if appropriate, suggestions for future cooperation will be included in this study.
