In the framework of its ex-post evaluation mechanism, Agence Française de Développement systematically evaluates all AFD-funded projects and programmes once they have been completed. Such evaluations aim to produce an independent and reasoned opinion on the fundings granted by AFD and enables to have an evidence-based opinion in line with the criteria recommended by the OECD’s Development Assistance Committee (DAC). AETS conducted the ex-post evaluation of Dali Zhemoshan Wind Power Project. The Project consisted in the construction and operation of a pilot wind power plant in Yunnan. It included 41 wind generators of 750 kW each located at an altitude of 3000 meters. First the consultants analysed the documentation on the project provided by the AFD and prepared the field mission. During the 2-week field mission, they had meetings with the AFD and the beneficiary and visited the wind farm. The evaluation mission was concluded by the submission of a complete evaluation report.
