The overall purpose of this assignment was to support the EC in a fair and transparent identification of projects to be pre-selected at the Concept Note Stage and afterwards selected at the Full Application Stage Under the WATERCLIMA LAC Call for Proposals. The Regional Project of Watershed and Coastal Management in the context of Climate Change in Latin America and the Carribean (WATERCLIMA LAC) was designed in line with the European Union Water Initiative (EUWI) and within the framework of the RALCEA project and the EUROCLIMA programme. It consisted in setting a strategy to contribute to improve watershed and coastal management, integrating climate change impacts and consequences, while strengthening regional integration dialogue between LAC in the water and coastal sectors. This project is an "action" included in the 3rd part of the Annual Action Programme 2013 for the Thematic Programme for "Environment and Sustainable Management of Natural Resources, including energy (ENRTP)". This project has to focus on the water sector in two strands : •Geographic where a in depth analysis of the current situation and problems of the cross-border basin and coast should be made; and •Thematic where the climate change and the sustainable agriculture should be prioritized. This project had foreseen the launch of a restricted Call for Proposals organised in 2 phases. Due to delays, the two phases requirements had finally to be submitted together : •first phase : only Concept Notes (CN) had to be drafted for first evaluation; •second phase : only the Full Applications of candidates whose concept notes had been pre-selected were assessed. The foreseen total budget allocation for the Latin America and Caribbean countries of the project is EUR 8 750 000. The maximum co-financing is 80% of the total eligible cost. Therefore, the overall indicative financial envelope foreseen for this Call for Proposals is EUR 7 000 000 from the 2013 budget. AETS Consortium provided two assessors to evaluate project proposals at the two phases steps and to assist the EC with the classification of proposals Under both specific lots (incl. data processing and statistical follow-up).
